Data and Technology Standards Network (DTSN)

The mission of the DTS Network is to be a catalyst for global collaborative incubation and implementation of standards-based specifications and services that enable the learning and employment ecosystem envisioned by the T3 Network. The mission is not to maintain standards, but to work with existing standards organizations.

Joint Projects with other Networks

The DTS Network is partnering with the OCFC (Open Competency Framework Collaborative) and the Jobs and Workforce Data Network (JWDN) on projects related to use cases identified in the T3 Skills-Based Hiring and Advancement Project Report.

The DTSN is partnering with the OCFC to run a pilot program of the Data Ecosystem Schema Mapper Tool (DESM). The DESM is a specialized tool for creating, editing, maintaining and viewing crosswalks between data standards from two or more Data Standard Organizations (DSOs). See the DESM Tool Wikispace for more information on the tool. The DESM Pilot is aimed at ensuring its functionality works as intended; identifying usability issues; validating utility of output; getting input on sustainability and building support for DSOs using DESM to share mappings. The pilot will focus on mappings to support aspects of the Skills-based Hiring and Career Advancement Use Cases developed by the T3 JWDN. The pilot period begins November 2022 and concludes February 2023. Select DSOs will be invited to participate in the pilot project.

The DTSN is partnering with the JWDN to expand their set of future-oriented use cases for employers' and jobseekers' use of data and technology in skills-based hiring and advancement (report is linked above). The project is now expanding to create use cases for education and training providers. These meetings are voluntary cross-sector discussions hosted by the JWDN and the DTSN.

Market Signals Steering (Standing Workgroup)

The Workgroup is a standing workgroup of the Data and Technology Standards Network (DTSN). The Workgroup meets annually to provide essential review and input to guide the work of the DTSN. This is a standing workgroup that will:

1. provide expert insights as key representatives of public and private sector agencies, departments, bureaus, institutions, and businesses as to the the needs in the talent marketplace that standards and technology might improve;
2. explore current realities and future possibilities for the technology-enabled learning and employment ecosystem envisioned by the T3 innovation Network; and
3. inform the Data and Technology Standards Network’s Technical Advisory Workgroup about these needs.

Technical Steering (Standing Workgroup)

The Workgroup is a standing workgroup of the Data and Technology Standards Network (DTSN). The Workgroup meets annually to provide essential review and input to guide the work of the DTSN. This is a standing workgroup that will:

1. review outputs from the Market Signals Steering Workgroup;
2. identify opportunities for collaboration across standards organizations that address market signals and might result in a future talent marketplace in which all learning counts, competencies and skills are the new currency, and learners and workers are empowered with their data;
3. recommend collaborative workgroups or projects to be undertaken by members of the DTS Network; and
4. review progress of technical initiatives of the DTSN.

Use of Skill and Competency References Workgroup (Temporary Workgroup)

The DTSN held a temporary workgroup from January through March, 2022 to promote the use of skill and competency references on the open web. The initial focus of the workgroup was on developing messaging that would promote professional practices for linking resources such as job postings and course syllabi to standards-based skills/competency definitions in open competency framework repositories.
