Requirements Workgroup on Skills and Competencies (RWSC)

The Requirements Workgroup on Skills and Competencies (RWSC or Network) is a chartered, standing Workgroup that is open to any T3N2 members with an interest in the sharing and reusing of skills and competencies. The RWSC provides essential review and input to build off the Open Competency Framework Search and Retrieval Service and Data Ecosystem Mapping Tool. Input ranges from broad advocacy for skill and competency sharing and reuse to development of use cases and requirements for how people and organizations can benefit from openly licensed skill and competency data. This is a standing Workgroup that will:

  1. review the status of the OCFC search and retrieval prototype and the DESM tool;
  2. identify new Use Cases that build on the previously developed General Use Cases from which all other more refined Use Cases developed here are derived;
  3. make advocacy recommendations and craft information for a lay audience, and
  4. continuously identify requirements for refining and scaling the decentralized, standards-based skills and competency retrieval service infrastructure. This includes general requirements and technical documentation for enhancing the technologies as well as the terms of use and policies for participating as a skill and competency search and or retrieval source.

Workgroup Chair

Naomi Boyer
Naomi identifies product solutions that support the successful deployment and scaling of the Lab’s 21st Century Skills Badges and related assets by facilitating the dialogue between the Lab, educational institutions, industry, and product vendors. She utilizes her technology background, higher education administration experience, and community engagement techniques to design solutions that work within the blossoming digital credential ecosystem. Naomi has national experience on the creation and implementation of competency-based education initiatives and worked locally to develop a collaborative, cross-institutional micro-credentialing system to address the industry expressed need for employability skills.

Workgroup Resources

RWSC is a chartered workgroup that has been focused on competency search use cases and scoping of AI use cases supporting scaling of competency data.
