The OC Network collaborates across all T3 Networks and follows the T3 Guidelines Updated March 2022. Previous to March 2022, the Network followed the (Deprecated) Pilot Period T3N2 Guidelines (May 2021).

The Network itself is chartered, in accordance with the T3 Guidelines, and the Charter is reviewed and revised or renewed annually.

The primary work of the OC Network is through chartered workgroups and projects associated with them. Currently there are two workgroups, Advancing Open Competencies (AOC) and the Technical Advisory Workgroup (TAW).

OC Network Meetings

Meetings for the Network and its Workgroups are held on Wednesdays at 12:00 ET / 11:00 CT / 10:00 MT / 09:00 PT. All meeting agendas, notes, materials, and recordings are available via this wiki.

Network meetings are held on the 5th Wednesday of those months that have one. Agendas are publicised in advance through the T3 Network. Agendas are published on this wiki, with links to recordings and other resources referenced during the meeting.

OC Network Workgroups and Projects

The primary work of the OC Network is through chartered workgroups. Currently there are two workgroups, Advancing Open Competencies (AOC) and the Technical Advisory Workgroup (TAW).

Advancing Open Competencies (AOC)

The Advancing Open Competencies (AOC) Workgroup is a chartered, standing Workgroup open to T3 Innovation Network members interested in open competencies.  Input ranges from broad advocacy to use cases and requirements for how people and organizations benefit from openly licensed competency and skill data. This workgroup was formerly the Requirements Workgroup on Skills and Competencies (RWSC).

The AOC meets on the first Wednesday of the month at 12:00 ET / 11:00 CT / 10:00 MT / 09:00 PT.

AOC: C3 Connecting Competency Communities Webinar Series

The C3 Webinar Series is a project of the AOC, which aims to improve communications between those involved with creating, maintaining, discovering, distributing, and using competency data.

C3 webinars are on the third Wednesday of the month at 12:00 ET / 11:00 CT / 10:00 MT / 09:00 PT.

Technical Advisory Workgroup (TAW)

The Technical Advisory Workgroup is a standing Workgroup of the Open Competency Network (OCN). Working in collaboration with the Advancing Open Competencies (AOC) workgroup, the TAW oversees technical development, maintenance and enhancement of the tools and services initiated by the OCN.

The TAW meets regularly on the second Wednesday of the month at 12:00 ET / 11:00 CT / 10:00 MT / 09:00 PT, and occasionally at the same time on the fourth Wednesday for work on specific projects. All meeting agendas, notes, materials, and recordings are available via the TAW wiki page.

Data Ecosystem Schema Mapper Tool

The Data Ecosystem Schema Mapper (DESM) is a powerful tool for creating data schema crosswalks that can be used to transcode data from one schema to another, and for other purposes. Progress updates on the DESM project are reported to the regular TAW meetings.

Competency Explorer

Competency Explorer aims to make competency descriptions readily available to humans and machines by developing a membership trust network of open registries holding one or more competency frameworks. The network is supported by a protocol that enables search and retrieval of those frameworks and their competencies from any registry node in the network regardless of the technical standard used to express the competency data. Progress updates on the Competency Explorer project are reported to the regular TAW meetings.
